Why does my penis not get erect fully during intercourse?

I am 27 years old. My penis does not get fully erect at the time of intercourse. It remains in semi-erect state. I have desire for sex, but I am able to insert. Just one third of my penis is getting inserted after several tries. After marriage I have had intercourse only two times, before that I have not had any sexual relation.
